"Negotiating peace in Ukraine is only possible on terms acceptable to Ukraine. There are no such conditions at the moment. Russia is not changing its objectives in Ukraine, so any talk of negotiations is premature," Landsbergis said in a discussion about Russia's military aggression against Ukraine.
"The EU institutions should listen to Ukraine's request and accelerate the processes of financial support for Ukraine," he added.
Landsbergis noted that not only Lithuania, but also other countries have gathered enough evidence and proposals for a ninth sanctions package, adding that he expects the negotiation process on the new package to start soon, according to the Lithuanian Finance Ministry.
"A hard core of countries is forming to help Ukraine establish a Special Tribunal to investigate the crime of aggression," it quoted the minister as saying.
"The Special Tribunal would fill existing legal gaps and help bring to justice Russia's top officials responsible for the war against Ukraine and the ongoing genocide," he added.
Lithuania's top diplomat also raised the issue of additional EU sanctions against Iran for its involvement in Russia's war against Ukraine, according to the press release.
The bloc's foreign ministers also discussed preparations for the EU-Western Balkans summit due to take place in the Albanian capital of Tirana on December 6, and the integration of the region's countries into the EU.
They exchanged views on the EU's new strategy for the African Great Lakes region, which aims to stabilize the security and humanitarian situation in the region and to step up the EU's geopolitical role.
The ministers also discussed other topical foreign policy issues, such as the latest developments in Iran and Lebanon, the UN Climate Change Conference (COP27), and the outcome of the EU-CELAC ministerial meeting in Buenos Aires.
On the margins of the EU Foreign Affairs Council's meeting, the bloc's foreign ministers met with Sviatlana Tsikhanouskaya, Belarus' democratic opposition leader, to discuss the situation in Belarus and the Alexander Lukashenko regime's role in Russia's aggression against Ukraine, according to the press release.
