Updates of COVID-19 affected countries list

Following the Friday update, the United States of America has been added to the list of countries whence arrivals fall subject to tighter self-isolation requirements, Spain and Portugal have been removed from it. A significant change is awaiting carriers and others departing from Lithuania: departure notification deadline has changed - it is no longer required to notify the NPHC of the departure from the country at least 24 hours before the departure. These changes will take effect as of 1 March.

Milder self-isolation requirements will apply as of Monday for arrivals from Spain and Portugal, while arrivals from the United States of America will fall subject to tighter requirements.

To control the spread of new COVID-19 mutations, on Friday self-isolation requirements were laid down for those that have been in contact with coronavirus (COVID-19) patients diagnosed by way of genome sequencing with one of the COVID-19 virus mutation strains. Those that have been in such contact or have been linked with an outbreak where at least one case with one of the virus mutations was confirmed will fall subject to 14-day self-isolation without a possibility of reducing it. These individuals will be tested (PCR) on the 10th isolation day at the earliest.

Another significant change relates to carriers and others departing from Lithuania. From now on, it is no longer required to give to the National Public Health Centre (NPHC) at least 24-hour notice of the departure from the Republic of Lithuania, once known, instead it is required to notify the NPHC by completing a registration form as soon as the departure is known (https://nvsc.lrv.lt/pranesimas-apie-isvykima-is-lietuvos).

The conditions for the isolation of seafarers have also been updated - from now on, self-isolation will not be required only from those seafarers who are not involved in international shipment.

The list of affected countries is published every Friday to take effect on Monday for a weekly duration.

Ireland	Travellers will be required to complete an online registration form prior to arrival in Lithuania and to show the confirmation (QR code) to the carrier when boarding the vehicle, and those travelling by their own transport will have to show it to the NPHC staff or other officials at the border checkpoint or passenger checkpoint. Frontier workers and those crossing the border between the Republic of Lithuania and another European Union country every day or every working day (those travelling for work-related purpose, pupils, students and trainees) are required to show the confirmation of the negative result of a test for COVID-19 taken 7 days at the earliest before the return or arrival in Lithuania. Mandatory test for COVID-19 The test must be taken at maximum 48 hours before the entry to Lithuania or in Lithuania (registration for a test within 24 hours from arrival, travellers by air or sea will be registered by the NPHC staff at an airport or seaport concerned). Mandatory 10-day self-isolation. More stringent self-isolation requirements: No walks outside; No self-isolation in the same house or apartment with other family members that are outside the travelling party. When self-isolating with a family, the family members will be required to stay in self-isolation for the same period of time (they will not be issued a sick-leave certificate); It is mandatory to follow other self-isolation requirements. There is a possibility of shortening the self-isolation time by taking a coronavirus test (PCR), at personal expense, on the 7th day of self-isolation at the earliest, with a negative response thereof. Those subject to self-isolation exemptions or in whose respect the self-isolation time has been shortened will have to restrict the number of their contacts for 14 days of arrival in the Republic of Lithuania. It is recommended that those working commute only between work and home if there is no possibility of working from home. When contacting others, it continues as mandatory to wear protective equipment covering the nose and mouth: face masks, respirators or other equipment, while also following other general instructions for the prevention of coronavirus infection. It will be allowed to leave the place of self-isolation with NPHC’s permission in the following cases (no notification is required in emergency cases): To go to another place of self-isolation if it has to be changed for certain reasons. It will be allowed to leave the place of self-isolation at the notification of the NPHC in the following cases: To make arrangements for the funeral of a close person and the transportation of the remains and/or to participate in the wake ceremony/ funeral of a close person or visit terminally ill patients. To go to a medical facility to have nasopharyngeal and oropharyngeal swab specimen collected for a coronavirus test; To go to a medical facility for health care services; To transport those unable to take care of themselves to a medical facility for health care services; For high-performance athletes, high-performance sports specialists, high-performance sports instructors and sports medical personnel to go to high-performance sports training, training camps, competitions and institutions or establishments related to their sports activities; The listed workers exercising critical occupations may leave the place of self-isolation during working hours to go to the place required for handling work or business matters ; Those that have to go to state institutions, establishments and organisations when summoned by them or to go to the place required for handling legal matters. It will be allowed to leave the place of self-isolation without the notification of the NPHC in the following cases: To go to a mobile point to have nasopharyngeal and oropharyngeal swab specimen collected for a coronavirus test after prior booking with the Coronavirus Hotline at 1808 or with the NPHC, or to take there those unable to take care of themselves. It will be allowed to leave the place of self-isolation with prior notification of the NPHC in the following case: Those living or working abroad and those who need to leave the country for health reasons may leave Lithuania before the lapse of the required self-isolation time. It will not be allowed to leave the place of self-isolation for own wedding.

SELF-ISOLATION EXEMPTIONS

There are exemptions, where self-isolation requirement is not applicable but testing for coronavirus is still mandatory for the following individuals travelling for the purpose of performance of work-related functions

Those enjoying immunities and privileges under the Vienna Convention on Diplomatic Relations (1961), the Vienna Convention on Consular Relations (1963) and under other international agreements and legislation of the Republic of Lithuania, their family members and their service personnel, also members of official delegations, diplomats; Those serving in the military units of NATO and of NATO countries and their service personnel, also their family members; Officers performing extradition, transfer or takeover tasks; Foreigners coming to the intelligence authorities of the Republic of Lithuania for purposes related to ensuring national security, at the permission of the Minister for National Defence of the Republic of Lithuania or the Director of the State Security Department of the Republic of Lithuania, respectively; Health care professionals; Frontier workers, also those crossing the border between the Republic of Lithuania and another European Union country every day or every working day: those travelling for work-related purpose, pupils, students and trainees; Seafarers who are not involved in international shipments; High-performance athletes, high-performance sports specialists, high-performance sports instructors and sports medical personnel participating in international tournaments that are subject to separate international rules for controlling the coronavirus pandemic; Lithuanian citizens returning from Belarus: teachers involved in the Lithuanian education in schools in Belarus and clergy performing pastoral work in Belarus.

Testing and self-isolation exemptions for arrivals in Lithuania

Those transiting trough the Republic of Lithuania with only essential stops (such as refuelling or for hygiene purposes) in the Republic of Lithuania. This exemption will apply when the purpose of travelling is not necessarily related to the performance of work functions; Those holding a medical certificate confirming that they had coronavirus, where the diagnosis was confirmed through the positive PCR test or an antibody test and that maximum 90 days have passed from the positive testing until the return/entry to the Republic of Lithuania. A certificate from a medical establishment will not be required in the cases where coronavirus was diagnosed in Lithuania and the data have been communicated to the Information System of Electronic Health Services and Cooperation Infrastructure. This exemption will apply when the purpose of the journey is not necessarily related to the performance of work functions. Those holding a medical certificate, a country-specific vaccination certificate or an international vaccination certificate confirming that they have gone through a full coronavirus vaccination programme.
