Petkevicius received 36.4 percent of votes, and 17.56 percent of voters voted for Jokubauskas.

The runoff will take place on October 24.

Sunday's voter turnout stood at 34.24 percent.

Kelme is electing its new mayor after the previous one, Vaclovas Andrulis, lost its mandate in June after he was found guilty in a corruption case.
