"My prognosis and key scenario is that the academic year will start normally with security requirements," he told journalists.
In his words, distance learning could involve higher grades. But the plan is to have direct pre-school and primary education.
"As we see the need, especially for young children who cannot be left home alone, they should have proper conditions to received education at pre-school establishments and primary schools, therefore, we need to do a lot to avoid major problems in this year, and I think we will do that," the minister said.
The minister will present more detailed plans on preparation for the upcoming academic year later.
