The anti-corruption agency said on Thursday it has found that around 20 people received the jabs at the Zalgiris clinic even though they were not members of its personnel and did not belong to a priority group.

"Due to the scope of the offence, the state could have incurred non-pecuniary damage in violation of the principles of legality, justice and transparency and the interests of other people," the SIS said.

The pre-trial investigation centers around alleged abuse but no suspicions have been brought yet as part of it.

The SIS investigated lawmakers' report into the cases involving the Zalgiris clinic, the Republican Hospital of Panevezys, Silute Hospital, company Ambulansas which is running Silale ambulance station. Over 20 documents including large volumes of information have been analyzed and 11 searches have been carried out in Vilnius, Panevezys and Klaipeda to look into the provided information and collect additional important information.

The SIS says that after the vaccination circumstances regarding the Republican Hospital of Panevezys, Silute Hospital, Ambulansas were checked, it decided against launching a pre-trial investigation as no evidence was found that the persons responsible for the COVID-19 vaccination had violated the vaccination procedure provided for by legislation.

Non-employed VU lecturers got vaccinated

BNS reported in early January about potential violations at the Zalgiris clinic after eight lecturers from Vilnius University's Institute of Dentistry, having no employment contracts with the clinic, as well as one of the clinic's founders, who is now retired, were vaccinated.

The Health Ministry said then the lecturers could not be vaccinated under the priority procedure and launched an investigation, with its conclusions still due.

Vytaute Peciuliene, head of the Zalgiris clinic, then told BNS the lecturers were vaccinated as they were scheduled to start working with patients and students as of February 1 under temporary employment contracts since the Institute of Dentistry is the clinic's clinical base.

The clinic's director then said those vaccinated included MEP Juozas Olekas daughter Laura Linkaviciene, her husband Tomas Linkevicius and other persons.
